Education Department (Primary)
Introduction –
The Education Department is playing an important role in the formation of modern India. Zilla Parishad and Panchayat Samiti were established in Maharashtra on 1st May 1962. Since then, the responsibility of education in rural areas has been given to the Zilla Parishad. The Education Officer (Primary) is the head of the Education Department and works under the control of the Chief Executive Officer, Zilla Parishad. As per the UDISE data of 2023-24, 2682 Zilla Parishad primary schools are functioning in Satara district, and a total of 1,14,789 students are studying in classes 1st to 8th. The total number of approved primary teachers is 6442, and working primary teachers is 5734 and the total number of approved graduate teachers is 1636, and working graduate teachers is 1146. According to the Right of Children to Free and Compulsory Education Act 2009, every child between the ages of 6 to 14 should get free, fair, and quality education in government and aided schools. According to the joint policy of the Central Government and the State Government, Satara Zilla Parishad has always been playing a leading role in the implementation of schemes such as Pradhan Mantri Shakti Poshan Nirman Yojana, Samagra Shiksha Abhiyan, Attendance Allowance, etc.
Vision and Mission –
Satara Zilla Parishad is a local self-government organization, and all the schemes implemented through the Education Department and the Gram Vikas Department are implemented through the Zilla Parishad Primary Education Department. It includes appointment of teachers in Zilla Parishad schools, construction and maintenance of school buildings, formation of model schools, imparting quality and standard education to students, teacher competency building, Pradhan Mantri Poshan Shakti Nirman Yojana, free textbooks and uniforms, Education of students with special needs, organizing student personality competitions, sports competitions, providing various educational materials to primary schools, etc. is done by the education department to achieve holistic development of all the students at the primary level.
Objectives and Function –
- To enroll 100% of students in the age group of 6 to 14 years and imparting quality education to them.
- To identify students with special needs and provide them with the necessary facilities, and try to develop them with the general students.
- To create smart primary schools for students in rural areas. Providing digital classroom facilities in it.
- To conduct student personality competition, sports competition, and provide extra supplementary guidance and studies to enhance the quality of students.
- To provide Scout and Guide training.
- To organize educational tours within the state and outside the state under Avishkar activities.
- To conduct activities such as knowledge management-based studies, teaching, etc.
- To implement a pleasant, child-centered, and child-friendly education system in the school.
- To provide a free mid-day meal to all students of z.p schools in Satara district for physical development.
- To implement various activities to enhance the quality of education under the Samagra Shiksha Abhiyan.
Zilla Parishad, Satara Model School Initiative
Introduction:-
The Government of Maharashtra has decided to develop Zilla Parishad schools as model schools in the state. In the year 2022-23, 25 schools in the Satara district have been selected as model schools by the Maharashtra government. In the year 2023-24, the district administration has 25 Zilla Parishad schools and 176 Zilla Parishad schools in the year 2024-25, a total of 226 schools decided to develop as model schools in each center of the district. Funds have been allocated through the District Annual Plan, Zilla Parishad Fund, MNREGA, 15th Finance Commission, District Sports Department, People’s Participation, and CSR to develop the said model school. In the year 2023-24 and 2024-25 under the District Annual Plan, a provision of Rs. 10,53,00,000/- for school repairs, Rs. 99,85,00,000/- for school construction, Rs. 4,15,00,000/- for development of playgrounds, and Rs. 2,95,00,000/- for transmission-connected solar energy has been made for model schools.
The aims of my school are Model School –
- To select one school from each center in the district.
- To enhance school physical facilities and improvements.

- To make the school environment beautiful and pleasant.
- Physical, intellectual, and mental development of children.
- To provide a pleasant learning experience to the students.
- To improve the quality of teachers by training them.
- Evaluation of schools for quality inspection through a third-party organization.

- Classrooms:- The criterion for the model classroom is that there must be two extra classrooms than the number of teachers in the school. Apart from teaching, since there is a need for additional classrooms for computer labs and science laboratories, these rooms are being created in all the schools as per the above criteria. For this, it is planned to repair some of the existing classrooms and construct new classrooms in those places after dismantling the dangerous classrooms. The criteria have been fixed by the Zilla Parishad so that the construction of the said rooms will be of good quality.
- School Toilet: From the funds under this model school, 15th Finance Commission of Zilla Parishad Gram Panchayat, etc., toilets for boys and girls are being advanced in all the schools. Also, water is being provided through taps in the said sanitation houses. Toilet facilities are provided for disabled students, too.
- Protection wall:- A Protection wall is being arranged for the schools in Adarsh schools. They are being constructed at the village level under MGNREGA.
- Water reharvesting:- Water reharvesting is being done by collecting the rainwater falling on the school building and soaking it into the ground. The said work has been proposed through the MNREGA scheme.
- Paver Block:- It is proposed to construct a paver block road from the welcome arch of the school to the main building of the school for students, parents, teachers, villagers, and citizens. The said work has been proposed through the MNREGA scheme.
- Welcome Arch: A beautiful welcome arch is planned to enter the school premises. The welcome arch is being constructed through public participation.
- Computer Lab:- In order to provide students with the latest technology training, it is necessary to have computers available in the school, so Model Schools should have a computer lab. All the computers in the said laboratory are to be made available through public participation.
- Science Laboratory:- A science laboratory will be set up in an additional room in the Model Schools. The availability of scientific apparatus in the said school will be achieved through public participation and CSR.
- School Library:- Adequate books should be available in order to inculcate the reading culture among the students. An attractive shelf to keep the said books, as well as a desk to sit in the library, should be arranged through public participation.
- Solar Panel:- It is proposed under the District Annual Plan to install transmission-attached solar power to 204 schools for Adarsh Schools. Various devices are used for educational technology in the school. To avoid high electricity bills, it has been decided to install solar panels in the school.
- Kitchen Shed:- Under Pradhan Mantri Poshan Shakti Nirman Yojana, every school must have a kitchen shed. In Adarsh schools, the kitchen shed is being prepared for quality, and the school nutrition plan will be implemented from the said kitchen shed.
- Parasbagh:- All Z.P. schools where nutrition is applicable. Parasbagh has been created in schools.
