    Implementation of Beneficiary-Oriented Schemes for Persons with Disabilities and Backward Class Beneficiaries through District Council Own Fund – 5% Cess and 20% Cess Fund
    Application Procedure

    From the year 2024, Zilla Parishad Satara has implemented the Zilla Parishad Cess Schemes through the online portal. Beneficiaries can apply online for these schemes through the website:

    Schemes under 5% Cess Fund
    1. Financial Assistance for Purchase of Xerox Machine to Disabled Beneficiaries

    Terms & Conditions

    Beneficiary must be a person with disability of 40% or more, with valid certificate issued by competent authority / copy of UDID card.

    Residential proof (domicile certificate).

    Copy of ration card.

    Beneficiary must own a space/premises for business in the name of family.

    Annual family income should not exceed ₹2,50,000/-, certificate from competent authority required.

    Small family declaration (not more than 2 living children) as per GR No. Lasandho-2000/57/00/kuk-1 dated 1st May 2000, applicable after 1st May 2001.

    Age of beneficiary should be between 18 to 65 years.

    Copy of bank passbook (first page) attested, showing name, account no., IFSC code.

    Copy of Aadhaar card.

    As per meeting dated 23 July 2024, approval granted to provide multifunction A3/A4 24 PPM Xerox machines to beneficiaries with grant of ₹50,000/- per beneficiary.

    Objective/Nature of Scheme
    To promote self-employment for persons with disabilities and help them achieve social and economic upliftment.

    2. Financial Assistance for Housing to Disabled Beneficiaries

    Terms & Conditions

    Disability certificate (40% or more) / UDID card.

    Property extract (7/12 / 8A) in beneficiary’s name.

    If homeless – certificate showing availability of open land and homelessness.

    Family income certificate (max. ₹2,50,000/-).

    Small family declaration (2 children norm).

    Proof of address (8A extract / Gramsevak certificate).

    Self-declaration that beneficiary has not received a house under any government scheme earlier.

    Copy of ration card.

    Copy of bank passbook (first page).

    Copy of Aadhaar card.

    Objective/Nature of Scheme
    To provide permanent shelter to homeless or disabled persons in rural areas.

    3. Subsidy for Three-Wheeler Scooter to Orthopedically Disabled Persons

    Terms & Conditions

    Disability certificate (50% or more – orthopedic/leg disability) / UDID card.

    Income certificate (≤ ₹2,50,000/-).

    Residential proof.

    Driving license is compulsory. If not available – certificate from District Surgeon regarding driving eligibility.

    Small family declaration.

    Age between 18–65 years; proof of DOB required.

    Beneficiary must purchase 100 cc automatic three-wheeler scooter; should not have received scooter from state/central govt./donors earlier.

    Copy of bank passbook.

    Copy of Aadhaar card.

    Objective/Nature of Scheme
    To support mobility of orthopedically disabled persons in rural areas and ensure safe commuting for livelihood purposes.

    4. Disabled-to-Disabled Marriage Incentive Scheme

    Terms & Conditions

    Disability certificate (40% or more) / UDID card (both partners).

    Residential proof.

    Ration card copy.

    Grant of ₹50,000/- per couple.

    Age: 18 years and above.

    Bank passbook (first page).

    Marriage should have taken place within the last 5 years; marriage certificate required.

    Both husband and wife must be 40% or more disabled.

    Copy of Aadhaar card.

    Objective/Nature of Scheme
    To promote family and social security among disabled persons in rural areas.

    5. Maintenance Allowance for Severely Disabled Persons

    Terms & Conditions

    Certificate showing 80% or more disability / UDID card.

    Residential proof.

    Ration card copy.

    Certificate of being destitute/homeless from Gram Vikas Officer.

    Family income certificate (≤ ₹2,50,000/-).

    Small family declaration.

    Age: 18 years and above.

    Bank passbook (first page).

    Aadhaar card copy.

    Objective/Nature of Scheme
    To provide financial support and promote economic progress of severely disabled persons in rural areas.

    6. Laptop Assistance for Disabled Students in Science Stream

    Terms & Conditions

    Disability certificate (40% or more) / UDID card.

    Family income ≤ ₹2,50,000/-.

    Certificate from Gramsevak regarding earlier benefits under this scheme.

    Residential proof from Gramsevak / GVO.

    Copy of ration card.

    Copy of Aadhaar card, bank passbook, mobile number.

    Must have passed HSC (12th Std.).

    Age: 18–25 years; proof of DOB required.

    In case of married woman – certificate confirming same identity before/after marriage.

    Small family declaration.

    College bonafide certificate.

    Laptop specification: 15.6″ screen, 512 GB HDD, 8 GB RAM, i3 (12th gen). Grant of ₹36,000/- or actual purchase cost (whichever is less). Payment after submission of purchase bill.

    To promote educational progress of disabled students in science stream from rural areas.

    7. Financial Assistance for Disabled Sportspersons (State/District/Taluka Level)

    Terms & Conditions

    Disability certificate (40% or more) / UDID card.

    Details of sport discipline.

    Level of participation – State / District / Taluka.

    Gramsevak certificate on previous benefits.

    Copy of ration card.

    Aadhaar card, bank passbook, contact details.

    Residential proof.

    Family income ≤ ₹2,50,000/-.

    One-time grant per year only.

    Best performance in one sport considered per year.

    Excludes school-level competitions.

    Prize money:

    Taluka level: ₹1000 / ₹500 / ₹300 (1st / 2nd / 3rd).

    District level: ₹1500 / ₹1000 / ₹500.

    State level: ₹15,000 / ₹10,000 / ₹5,000.

    Objective/Nature of Scheme
    To encourage disabled sportspersons from rural areas who excel at Taluka/District/State levels.

    Schemes under 20% Cess Fund
    1. Distribution of Bicycles to Backward Class Students (Std. 5th to 12th)

    Terms & Conditions

    Caste certificate from competent authority.

    Only one child per family eligible.

    Student must be studying in Std. 5th to 12th (Bonafide required).

    Copy of ration card.

    Income certificate (≤ ₹2,50,000/-).

    Copy of bank passbook (first page).

    Aadhaar card copy.

    Benefit not available again if already availed.

    Beneficiary must submit purchase bill after buying the cycle.

    Grant amount: ₹5,850/- per student (26-inch cycle).

    Objective
    To save travel time for backward class students in rural areas to reach school.

    2. Distribution of Bicycles to Backward Class Girls (Std. 5th to 12th)

    Terms & Conditions
    Similar to above scheme, with grant of ₹5,400/- per girl student (26-inch cycle) as per 2025-26 rate.

    3. Distribution of Xerox Machines to Backward Class Beneficiaries

    Terms & Conditions

    Caste certificate.

    Business place proof (property extract 8A).

    Electricity bill proof.

    Certificate from Gramsevak confirming need and business feasibility.

    Ration card copy.

    Income certificate (≤ ₹2,50,000/-).

    Age: 18–50 years (DOB proof required).

    Minimum SSC (10th pass) – certificate required.

    Beneficiary must contribute 10% of cost.

    Bank passbook copy.

    Aadhaar card copy.

    All documents must be attested.

    Same scheme benefit not available again; but eligible for other schemes.

    Xerox machine specification: Multifunction A3/A4 24 PPM; Grant of ₹50,000/- per beneficiary.

    Purchase bill submission compulsory.

    Objective
    To promote self-employment and socio-economic development of backward class beneficiaries.
