According to these government resolutions, the following schemes are implemented for training and empowerment of women and girls in rural areas:
- Objective of the Scheme: To provide training and empowerment to women and girls in rural areas.
- Scheme Structure: To provide financial assistance through Direct Benefit Transfer (DBT) for the empowerment of women and girls in rural areas.
- Vocational and technical training for women and girls:-
Vocational and technical training schemes will be implemented to make women and girls self-reliant. These trainings will be supported by various schemes of the Central Government (such as entrepreneurship development, skill development). Information about courses and training providers is available on the websites www.sdi.gov.in and www.dget.nic.in/mes . The training includes various areas such as beauty parlor, baking, sewing, fashion designing, computer repair, driving, typing, imitation jewellery, nurse training, biogas and nursery. Each female trainee will get assistance of up to Rs. 5,000 through the Women and Child Welfare Committee and 10% of the fee will have to be paid by themselves. Also, information, application and guidance camps for government and semi-government jobs will be arranged. It has also been suggested to conduct guidance camps at the district/taluka level once a month or as per the response.
- Training girls for self-defense and their physical development:-
In order to address the atrocities against women and girls, six-month training in Judo, Karate and Yoga will be provided to girls from classes 4 to 10 and college as well as aspiring female teachers. This training will be organized with the approval of the Gram Panchayat and School Committee. Rs. 600 will be spent on each . The scheme will be controlled by the Women and Child Welfare Committee and qualified trainers will be appointed.
- Counseling Center for Women:-
There is a plan to establish a center for social, legal and psychological counseling for women who have suffered domestic violence, sexual harassment and mental distress. These centers will be run by qualified NGOs and counselors and legal advisors will be appointed for this. At the district level, an honorarium of Rs. 12,000 each and at the taluka level, Rs. 9,000 will be given. The land for the center will be provided by the Zilla Parishad or Panchayat Samiti. Funds up to Rs. 1,000 will be provided for other expenses including telephone for communication . The selection of the institution will be done by a three-member committee. The approval of the State Women’s Commission is required for new centers, and an advertisement will be given for the selection process . The organization must have the necessary manpower, facilities, and space. Previously employed counselors and legal advisors will be given increased honorarium.
- Providing financial assistance for computer training to girls from class 7th to 12th pass:-
This scheme will be implemented to provide MS-CIT, CCC or equivalent computer training required for government and semi-government jobs to 7th and 12th pass girls. Training will be conducted at authorized MKCL centers. Advance fees are required for the examination and training, so the training can be completed by paying the amount in advance to the institutions. The benefit of the scheme will be given primarily to girls from families below the poverty line and with an annual income of up to Rs. 50,000 /-.
- Running hostels for girls studying at taluka level:-
In rural areas, girls from 8 to 10 and also in college have to travel long distances for education, so arranging hostels in talukas will increase the opportunity for education. Instead of building hostels, they should rent a building/house and run it through NGOs. The government will provide financial assistance only for rent and administrative expenses; the beneficiaries have to bear the cost of food themselves. No other fees should be charged. A hostel should accommodate at least 10 girls. The administrative cost per girl per month should not exceed Rs. ₹500.
- Training for adolescent girls and women on gender, health, family planning, and legal issues
Training camps will be organized every year in schools for the development of adolescent girls, health, nutrition, hygiene, sexual and reproductive health, life and vocational skills, as well as legal awareness. These camps will be conducted by Anganwadi supervisors, legal experts and other experienced guides. The guides will be paid an honorarium of Rs. 200 to Rs. 500. Apart from this, mother empowerment, vaccination, dietary guidance and mother committee meetings will be organized. The limit of all expenses will be decided by the Women and Child Development Committee.
- Separate building/rent for Anganwadis:-
Funds up to Rs. 4.50 lakh will be provided for construction of new Anganwadi buildings in places where there are no separate buildings for Anganwadis. If the Women and Child Welfare Department increases the funds for construction of Anganwadi buildings, the Women and Child Development Committee will be allowed to increase the expenditure accordingly. Rent for the rented spaces will be paid as per the rates fixed by the Public Works Department.
- Giving awards to kindergarten and anganwadi workers, helpers, supervisors:-
There is a plan to give exemplary awards to Anganwadi workers, helpers and supervisors who do excellent work in kindergartens and Anganwadis. The annual budget for this scheme is Rs. You can spend up to Rs. 3.00 lakh.
- Training and women’s gatherings and guidance centers for women representatives in Panchayat Raj institutions under the Panchayat Mahila Shakti Abhiyan:-
A guidance centre will be established to train women representatives of Panchayat Raj Institutions to build capacity regarding 50% reservation of seats for women in Panchayat Institutions. In this, a mentor with MSW and computer skills will be appointed on a contractual basis, whose honorarium will be Rs.15,000 per month. The mentor will be selected by a three-member committee. The centre will have telephone facilities and training and women’s meetings will be organized for women representatives. An annual expenditure of up to Rs.10,00,000 will be provided for this.
- Training of kindergarten and anganwadi workers, helpers, supervisors:-
Under the Integrated Child Development Service Scheme, expenditure will be provided for the training of kindergarten and anganwadi workers, helpers, and supervisors. The Women and Child Welfare Committee should decide how much should be provided for this.
- Honoring girls who have achieved special excellence:-
Funds will be provided at the state level to honor girls who excel in various fields such as sports, arts, and education. The nature of the award should be decided by the Women and Child Welfare Committee. Also, the Women and Child Welfare Committee should decide the amount required to felicitate girls from economically weaker sections (BPL) who achieve excellence and provide them financial assistance for higher education.
- Visit of Women and Child Welfare Committee members:-
Study tours will be organized within the state for women representatives elected to Gram Panchayat, Panchayat Samiti and Zilla Parishad to get information about Panchayat Raj, Adarsh Gaon, Nirmal Gram, Women Empowerment and development initiatives. Also, tours outside the state may be organized. For this, there will be a maximum expenditure limit of Rs. 5, 00,000 per year.
- Group “B” plans (plans for purchasing goods)
- Providing various materials to Anganwadis.
Under the Integrated Child Development Service Scheme, Anganwadis are provided with various educational and physical development materials, but they are inadequate. The necessary materials are required for the overall development of children. For this, the Zilla Parishad has been recommended to spend from its own or government funds. The materials include toys, educational charts, scales, water purification devices, tables, chairs, uniforms, etc. Along with this, electricity and water connections to Anganwadis will be provided through the Gram Panchayat.
- Additional food for malnourished children and adolescent girls, pregnant and lactating mothers:-
Children aged 6 months to 3 years and 3 to 6 years are fed in Anganwadis in rural areas. Protein syrup, powder, micronutrient supplements and mineral vitamins are provided to reduce malnutrition. Nutritious foods such as milk, soy milk, chickpeas, eggs, fruits, jaggery, peanuts, etc. are provided as per local availability. There is a plan to provide iron tablets for pregnant and lactating mothers and adolescent girls. Free sanitary materials (e.g. sanitary napkins) will be provided to school and out-of-school girls aged 13 to 19 living below the poverty line.
- Financial assistance for surgery of terminally ill children:-
There is a scheme to provide financial assistance for children aged 0 to 6 years from families in extremely poor financial condition for undergoing serious surgeries (heart surgery, orthopedics, cleft palate, cerebral palsy, cancer, kidney defects, etc.). For initial check-up Rs. Up to 15,000/- and after the operation Rs. Assistance up to Rs. 35,000/- will be provided, or the actual cost will be less. The documents will be verified by the District Health Officer.
- Providing financial assistance to women for various materials:-
Under this scheme, materials like flour mill, solar lantern, sewing machine, pico fall machine etc. will be provided to women beneficiaries. Each woman will get a maximum of Rs. Materials up to Rs. 20,000/- will be distributed, and each beneficiary should contribute 10 percent of their own. Priority will be given to women below the poverty line for the scheme. If the number of such women is not sufficient, Rs. Other women with an annual income of up to Rs. 50,000/- will get the benefit with the approval of the Women and Child Welfare Committee.
- Providing financial assistance for bicycles to girls studying from 5th to 12th standard:-
Under this scheme, priority will be given to those girl students from rural and remote areas who have to walk 2 km or more to reach school. If such beneficiaries are not sufficiently covered, then with the approval of the Zilla Parishad, girl students from a distance of more than 1 km can also be given the benefit. This benefit can also be given to general beneficiaries, but primary consideration will be given to eligible students from families below the poverty line.
- Gharkul Scheme:-
- Financial assistance of up to ₹50,000/- for divorced and abandoned women to provide them with rightful shelter.
- Annual income limit for beneficiaries: Up to ₹50,000/-..
- Benefits only for women below the poverty line .
- Fund allocation rules (Groups “A” and “B”)
- Of the total funds of the committee:
- 50% : Group “ A ” – For Training and Empowerment Schemes
- 50% : For commodity purchase plans
- Group “ A ” exceeds Rs. 1 crore , the remaining funds can be diverted to Group “ B ” .
- 3% of total funds : Reserved for disabled women and children .
- Fund allocation for training in Group “ A ”
- When spending 50% of the funds for Group “ A ” :
- 20% : Scheme No. 1 – Professional And Technical Training (for girls and women)
- 30% : Other empowerment schemes in Group “ A ”
